When content is reported as not being received, check to see if (1) the channels are programmed but not being received, or (2) the channels are listed as available but not marked for reception, or (3) screened out from the available channel list by filters designating the geographic area and signal types of interest. If the channels are still not available, identify the database key for the content, explicitly add it to the content available for selection, and add it to the programming.
1) Is the content requested in the current programming?
If 1/Yes: then we should review the survey to determine whether we need to change selected receive sites or towers.
If 1/No: continue
2) Is the content available in the programmer, but not selected for reception?
(Note: when loading the programmer, do a sanity check on the way feed sites are defined -- sometimes a feed site has no coverage circle selected, for example, so no nearby channels will be listed. Just glance here for obvious errors that would explain the missing content.)
If 2/Yes: then mark the channels for reception.
If 2/No: Identify (in our database query webpage) the system or group ID for the channels that Rich is requesting, and what type (e.g. Police Dispatch), and continue.
